Solar alone does not keep your lights on during a brownout. A grid-tied system without a battery shuts down when BILECO goes down. That is anti-islanding, a safety rule that stops your roof energising a line someone is working on. If getting through brownouts is the point, you need storage, and we will price it honestly rather than imply the panels alone will do it.
